Titus is a letter from Paul written to his "true son" Titus. Titus traveled with Paul to Crete, where the apostle left him in order to oversee the a new but struggling church.
Crete and it's people had a notorious reputation in the first century world. Unfortunately, this underlying cultural trait was also present in the churches as well.
Though Titus likely felt underequipped; Paul encourages, empowers, and releases Titus to lead well.
Bottom Line
Chapter 3 reminds Titus that no one is perfect when they start leading...but if we remember our training in the Gospel and lean into the Grace and Mercy of Jesus we become heirs in His Hope.
